On June 1, 1965, Rev. Smith, being a humble servant of God obeyed His will by calling together a community meeting in his home located at 419 Muegge Street, San Antonio, Texas. Those present were Bro. Clinton James Todd Sr., Sis Virgie Lee Todd, Bro Central Todd Jr., Bro Charles B. Barksdale Sr., Sis. Isabel News, Sis. Lilly Mae Sneed, Rev. Emmet W. Smith, Sis. Katherine Smith and Sis. Joyce M. White.

The decisive spiritual ingenuity of our fore founders lead to the birth of the Rising Star Missionary Baptist Church. Rev. Smith selected the site for the church to be located at 330 Muegge Street, San Antonio, Texas. Rev. Smith pastored Rising Star until the year of our Lord, September nineteen hundred and sixty nine.

In September of 1969 the Holy Spirit inspired the membership of Rising Star to call Reverend Clinton J. Todd Sr., as the new pastor and he remained the Pastor until March 30, 2011.
